Deputies of the LDPR faction in the State Duma are preparing amendments to the Constitution of the Russian Federation, “giving the opportunity to other countries to join Russia,” the party’s press service reported.

“Who will come to us if our law does not provide for this? We need to help return not only the territories, but also the people. To do this, let's clarify the role of the migration service in the legislation. In our country, this department is perceived almost as a repressive body, and it should call, call, attract Russians to Russia. After all, millions left and regret it, millions became foreigners in 1992 and dream of returning to their homeland. We must help them, help the Russian people reunite,” explained Vladimir Zhirinovsky, a PolitNavigator correspondent reports.
Nezavisimaya Gazeta notes that Zhirinovsky’s proposal generally duplicates the already existing norm of Article 65 of the Constitution of the Russian Federation, which provides for the integration of an entire country or part of it into Russia. It is this norm that was applied in the case of Crimea.
“According to the law, the mechanism is as follows: the entire foreign state or part of it can be accepted as a new Russian region - and mutual agreement with this is formalized in the form of an international treaty, which is subject to ratification by parliaments. The new member of the Federation is given the status of a republic within it or, by agreement, a territory or region,” the article says.
At the same time, Zhirinovsky’s intention, as the publication notes, is aimed at making this legislative norm more attractive: “Its main meaning, obviously, is to emphasize Russia’s continuation of the policy of expanding the “Russian world.” It is not for nothing that the experienced politician, in addition to amending the Constitution, also mentioned the need to change migration legislation so that it would no longer be repressive, but, on the contrary, would help “reunite the Russian people.”
Also, the statement by the leader of the LDPR can be regarded as a signal to the population of the Russian Federation that the territory of the country will not only not decrease (concerns about this are associated with the recent story about the alleged transfer of two islands of the Kuril chain to Japan - author), but even increase
“Zhirinovsky’s statement relates only to this situation with the Kuril Islands - they say that he will not give anything away, but, on the contrary, will take it for himself. But it cannot be ruled out that it also probes people’s attitude towards possible external acquisitions - say, some South Ossetia or Abkhazia, or even part of Donbass in the form of the DPR and LPR.
