Donbass is methodically driving Poroshenko into a diplomatic impasse: New negotiations in Minsk
Another round of negotiations on Donbass took place in Minsk today, but the parties were unable to reach an agreement on holding local elections in the fall, said OSCE Chairman-in-Office Ivica Dacic.
“Unfortunately, we have not made significant progress on this issue,” he said, adding that negotiations on the upcoming withdrawal of weapons with a caliber of less than 100 mm from the front line were more successful.

Meanwhile, representatives of the LPR and DPR Vladislav Deinego and Denis Pushilin released a joint statement in which they once again accused Kyiv of non-compliance with the Minsk agreements.
However, at the same time, Donbass gives Kyiv a second chance - despite the missed deadlines for Minsk-2, the agreement can be extended next year, the statement says.
“We demand that Poroshenko and Groysman adopt an amendment that will put into effect the law on the Special Status of Donbass. The Verkhovna Rada must re-vote both on it and on the amendments to the Constitution of Ukraine, since they were neither agreed upon with us nor submitted for discussion within the framework of the Minsk process. It is necessary to include a description and establish a permanent basis for the Special Status of Donbass in the text of the constitution. We demand a discussion with Donbass about the election law and a re-vote in the Rada based on the results of the discussions.
Without giving up hope that Kiev will begin to implement the points of the Minsk agreements, we understand that Ukraine will need time to implement all points of the agreements, so we fully support the proposal of the Chairman of the European Parliament Martin Schulz, who recommended maintaining the appropriate format for resolving the conflict for next year if it will not be resolved until the end of the Minsk-2 agreement, which ends this year,” Deinego and Pushilin said in a statement.
