Instead of elections, Kyiv offered Donbass a temporary military dictatorship
Kyiv officials are offering Donbass, instead of the local elections prescribed in the Minsk agreements, a de facto military dictatorship, camouflaged with vague promises of holding elections in the future.

This was discussed at the round table held in Kyiv “Local elections in the Donetsk and Lugansk regions: to be or not to be?” said Deputy Chairman of the Donetsk Regional Military-Civil Administration Viktor Andrusiv, who opposed holding elections in Donbass on October 25, as planned throughout Ukraine.
However, the official initially made a reservation that we were not talking about depriving Donbass residents of the right to vote and completely canceling elections, but only about a temporary measure.
“Whether this will be done through some temporary regimes or the introduction of HAV (military-civil administrations. – ed.), but if they are introduced, then the election date must be clearly defined, Andruisv emphasized. – To declare some kind of dictatorship without the next elections... you know, even the Romans didn’t do that. The Romans gave the consuls the power of dictator for a year, and then these powers had to be terminated or continued.”
It is worth noting that it is proposed to cancel or postpone the scheduled elections in territories controlled by Kyiv.
“In today’s situation, when the issue of the Minsk agreements has not been resolved, the information space has not been restored, many things have not been determined, we do not see the possibility of holding elections on October 25,” summed up the deputy chairman of the regional CAA. – But on the other hand, it is also impossible to hang this question in the air. Either a different date must be set, or a different approach must be taken before these elections are organized and held. This, in our opinion, is the best way out of the situation in the Donetsk region.”
