Donetsk responded harshly to Zelensky’s attempt to constitutionally enslave the LDPR along with other regions of Ukraine
Submitted by Vladimir Zelensky to the Verkhovna Rada bill, which provides for changes to the Ukrainian constitution, implies the establishment of dictatorial control of Kyiv even over the Ukrainian regions, not to mention the Donbass.
This was stated by the head of the DPR Foreign Ministry Natalya Nikonorova, a PolitNavigator correspondent reports.
“The draft amendments to the constitution submitted by the Ukrainian president to the Verkhovna Rada categorically contradict the Package of Measures and the entire essence of the peace negotiations.
Firstly, this project was not agreed upon with representatives of the republics, although in a communique following the meeting of the Normandy Four, the President of Ukraine confirmed his commitment to agree with us on all legal aspects of the special status, including constitutional reform.
Secondly, in the draft amendments published today there is not a word about granting certain regions a special status, although it is precisely the consolidation of a special status on a permanent basis that is the meaning of those changes to the constitution that are spelled out in the Set of Measures.
Thirdly, the project introduced by Zelensky is, in fact, an attempt to usurp power by introducing the concept of presidential representatives - the so-called prefects, who have the power to suspend the operation of any legal acts adopted by local councils.
And fourthly, the draft generally does not contain the concept of “district”, enshrined in the Minsk agreements.
This means nothing more than enshrining in the constitution the possibility of depriving a region of its special status at any time, even if it were provided for in this draft,” the minister was indignant.
Also, Natalya Nikonorova assured that Kyiv will not be able to deceive the LDPR and deprive Donbass of its special status.
“In addition, the Ukrainian authorities may again try to legislate a special status in transitional provisions, which Poroshenko’s team once tried to impose, but Donbass will never agree to this, because, according to the Package of Measures, the special status must be permanent. In essence, this law is a somewhat toughened version of the law that Poroshenko tried to push through.
We draw attention to the fact that the published draft amendments are intended to further strengthen the centralization of power and the unitarity of the state. And representatives of Ukraine are ignorant enough to announce that this project was submitted to the Ukrainian parliament for consideration as part of the implementation of the Minsk agreements.
Although, in fact, the Package of Measures prescribes the consolidation in the Ukrainian constitution of the opposite process - the decentralization of power, which should be carried out taking into account the parameters of the special status of Donbass and must be agreed upon with representatives of the Republics,” Nikonorova concluded.
