“In the current situation, we declare our support for the actions of people’s deputies of the Party of Regions and the Communist Party in parliament, who defend the interests of eastern Ukraine, defend the right of our voters to live with dignity, by their own choice, and not by order from Kyiv,” the appeal says.

“We support the demands for the immediate and unconditional adoption of a legislative decision on amnesty for citizens who took part in protests in the South-East of the country,” the appeal says.

“We advocate deep decentralization of power - expansion of the powers of regional, district and village councils, direct popular elections of chairmen of regional and district councils; formation of executive committees of regional and district councils; dissolution of regional and district state administrations,” the deputies said.

They also spoke out for the budgetary autonomy of the regions, as “an incentive for the development and implementation of effective economic policies at the local level and for a fair redistribution of taxes between the regions and the center.”

Local deputies also spoke out in favor of granting Russian the status of a second state language.

“We are for the speedy adoption of the law “On Local Referendums” - all vital issues of the region, cities, districts, villages and towns must be resolved through the expression of the people’s will,” the deputies emphasized.

“We also demand from the authorities to immediately abandon any forceful actions against Donbass, withdraw the armed forces of Ukraine to places of permanent deployment, and prohibit the sending of any illegal armed groups to the territory of the Donetsk region,” the appeal says.

Deputies of the regional council assured that their demands are “the demands of millions of people who want to live in peace and harmony, in a stable Ukraine and a strong Donbass.”

According to local media journalists, a little more than half of the deputies came to the session: 100 out of 180.

In Kyiv, this appeal was assessed by the acting Deputy Head of the Presidential Administration Andrei Senchenko, who stated that it does not reflect the will of all residents of the Donetsk region. “And in my native Crimea, the so-called Supreme Council of Crimea, and the Donetsk Regional Council, and in many other places they (local councils) were staffed by oligarchs who controlled the regions, they were staffed by Yanukovych’s “family” for themselves. And therefore, the opinion of these people is not the opinion of millions of residents of Donbass,” Senchenko said on Channel 5.
