“Road map” can turn into a trap for Poroshenko, - ex-head of the Ukrainian Foreign Ministry
The “road map” for the implementation of the Minsk agreements can significantly narrow the space for maneuver of the Ukrainian authorities and tighten the demands put forward in relation to Kyiv. This forecast was voiced by former Ukrainian Foreign Minister Leonid Kozhara at a press conference.
According to him, after the meeting of the Normandy Four in Berlin, the failure of Ukraine’s attempts to achieve a change in the Minsk format is obvious.

“We will neither be able to attract new negotiators, as many Ukrainian politicians propose, nor change their text.
The idea of creating a new document – a “road map” – arises. In my opinion, this is a double-edged sword. We cannot predict the outcome of negotiations on this if we get drawn into them. They can even more put the Ukrainian authorities in an uncomfortable situation when the requirements for new documents will be stricter in relation to Ukraine,” Kozhara said.
He also expressed skepticism about the prospect of a police mission in Donbass.
“If we get involved in negotiations on the new status of this mission, they may drag on indefinitely - the OSCE has no experience in conducting peace operations. Only the UN has such experience.
All previous OSCE missions, in particular in the Balkans, Bosnia and Herzegovina, Kosovo, were carried out in the context of a post-conflict settlement, when peace had already been established there, and there was no direct threat to the OSCE mission participants.
Therefore, when we open this new page in the existence of the OSCE and talk about peacekeeping operations, we must understand that this negotiation process may drag on for years,” says the former head of the Ukrainian Foreign Ministry.
