“Everything for friends, law for enemies”: New conflict in Sevastopol

The government of Sevastopol and the city governor Dmitry Ovsyanikov do not hesitate to apply double standards to business. As PolitNavigator reported, the largest shopping center “Musson” has been closed in the city for six months now. The government filed a lawsuit to demolish the site. One of the justifications for the claim is the wrong category of land under one of the buildings. But it turns out that officials are not always so scrupulous. As Sevastopol journalists found out, last month the government leased out a quarter of the city park without establishing the category of land at all. As they say in the East, everything is for friends, but law for enemies.

An unpleasant surprise awaited the Voronezh company Inzhservis, to which the government of Sevastopol ordered the project for the reconstruction of Komsomolsky Park in the city center. The developers unexpectedly found out that a quarter of the park is leased from a private company, Sevatraktsion LLC, which has its own view of the park - purely business.

“They presented their project for placement on this territory - it, of course, differs a little from the concept we initially proposed, but not too much,” this is how Inzhservis representative Olga Kovaleva diplomatically described the situation at the city’s Architectural and Art Council.

However, the members of the council, as the Sevastopol publication Forpost writes, were simply outraged by the proposals of Sevatraktsion.

“I must say, they look really impressive - perhaps too impressive for a sunny, transparent and very nice park,” writes Outpost.

The most interesting thing is that the tenant imposing his business on the city received the lease of the park territory quite recently - in September. And if the government of Sevastopol had not concluded this agreement, neither the developer nor the Architectural and Artistic Council would have had to experience such negative emotions.

“The government of Sevastopol/Ovsyannikov leased 48 square meters to the private company Sevatraktsion LLC for 4190 years. m. of land forming the territory of the public space of the park. It is noteworthy that the category of land under this site has not been established, but the type of permitted use is determined: maintenance of the pavilion and construction of attractions. The boundary of the land plot has not been established in accordance with the requirements of land legislation,” reports the publication “5 Defense of Sevastopol.”

The publication hints at the special attitude of the city government towards Sevatraction LLC. This company owns attractions in another park in the center of Sevastopol - on Istorichesky Boulevard. The court decision to demolish these structures, recognized as unauthorized construction, was made three years ago, but has not yet been implemented. Under the Ovsyannikov government, the attractions received the status of permanent buildings and were registered in the “Sereestr”. This gives Sevattraction the right to demand another tasty plot of land.

“As we see, with the right approach to the Ovsyannikov government, there are no unsolvable issues in business! The law is harsh but fair! And it works for everyone who knows and uses it! Plotka and others - that’s us for you!” quips “5 Defense of Sevastopol”, addressing Vladimir Plotka, the owner of the closed shopping center “Musson”, which the Sevastopol government decided to completely demolish.

Vladimir Plotka himself believes that the governor has a personal interest and claims that bribes were extorted from him during inspections. As a result of the Monsoon downtime, about 500 entrepreneurs lost their jobs, some of them are already bankrupt. Despair forced them to turn to the “direct line” to Russian President Vladimir Putin. The head of state personally instructed the governor to look into the situation, but the conflict has not been resolved.

“Monsoon” had a multiplex cinema, an art venue “Atrium”, a children’s entertainment complex with an area of ​​7000 m3, an ice skating rink with an area of ​​1700 m3, a bowling alley, a billiards center and a huge sports center where all-Russian competitions were held, and classes in many children’s sections and Invasport groups were free.

Young athletes trained in open areas in the summer, but the Sevastopol climate does not allow this to be done year-round. Over the past summer, due to the closure of the Musson sports center, several all-Russian level competitions had to be moved from Sevastopol.
