The list of such gadgets and the list of Russian programs will be determined by the Russian government. As an example, the authors of the bill cite smartphones, computers and televisions with the “smart TV” function.

Thus, according to the deputies, Russians will be able to use gadgets without the need to install additional mobile applications and other programs. “This will also help promote Russian programs in the information technology market,” the authors of the bill assure.

If adopted, the document will come into force on July 1, 2020.

At the same time, the prospects for the adoption of such a law are already causing skepticism and fears. In particular, Ksenia Boletskaya, editor of the media department of the business publication Vedomosti, shares her opinion in her own telegram channel.

“I have already written many times about how crap and a gray market this can turn out to be. Apple almost directly said that it would not be able to officially supply phones to Russia - because the company does not preinstall third-party applications on the iPhone at all and will not change its business model for the sake of one country. With Android, everything is also not easy - global manufacturers like Samsung and Huawei are asked to adapt to Russian rules, come to an agreement with our software manufacturers, re-flash a bunch of phones, etc., etc. And all in just a couple of months,” she writes.

According to the journalist, the “main jesuitism” of the bill lies in its emasculation and framework nature.

“All the specifics will only be in the government decree: the types of equipment that will fall under the new law, the types of applications, the number of applications required to install, and so on. And the resolution can be turned any way you like and changed as often and quickly as you like without any special discussions with the industry.
Apparently, sellers and stores will now begin to accumulate stocks of smartphones in order to import them according to the “old rules,” concludes Ksenia Boletskaya.
