Fedorov emphasized that if these now independent countries want to maintain their current territories, they must join the Union State.

“There is a territory of the RSFSR, the Russian Federation, which is subject to return to the territory of the Russian Federation. That is, there is a border that was of an administrative nature within the Soviet Union; accordingly, now it is temporarily of a state nature.

Now, within the framework of this border, it is necessary to give back the territories of Kazakhstan, Ukraine - Donetsk, Lugansk, in Belarus, the Vitebsk region, which were part of the RSFSR until 22.

The second territorial requirement is that according to the law of 90, republics that received territories after joining the USSR must leave without these territories.

They received these territories both from the Russian Federation, for example, Donetsk Ukraine, and from the Soviet Union as a whole. For example, the Brest region of Belarus or the Alma-Ata region of Kazakhstan. They received these territories from the Soviet Union. Accordingly, when they leave, they must leave these territories not to Russia, but to the Soviet Union in the person of its successor. And his successor is determined by Russia as the legal successor of the Soviet Union.
