“The previous legislature did not pass these laws. Without these laws, we cannot work normally and quickly. We need to re-register land plots and property, renew contracts. That is, “whiten” the scheme that was opaque under Ukraine,” the mayor said.
The functioning of the tax base of the Russian Federation will make it possible to replenish the budget of Sevastopol through tax revenues and get away from 100% subsidies. However, according to Menylo, this will happen only in 2016, since “according to the legislation of the Russian Federation, taxes are paid for the previous year.”
Let us remind you that the 2014 budget of Sevastopol as part of Russia is completely subsidized, it was automatically converted into rubles, and since then it has been constantly adjusted depending on the needs of the city from the state budget or according to the programs of relevant ministries.
The 2014 budget of Sevastopol under Ukraine was 2,011 billion hryvnia with revenues and 2,010 billion hryvnia with expenses.
As PolitNavigator reported, deputies of the previous legislative assembly at recent sessions failed a number of basic property laws proposed by the government, fearing the concentration of powers in one hand - the executive branch. For example, “On the Property Treasury of the City of Sevastopol” was never adopted.
As a result of the elections, the Legislative Assembly included 22 deputies from United Russia and 2 from the Liberal Democratic Party.
