However, with the date, content and volume of supplies, things are not as simple as it might seem at first glance. Act No. 5094 (or STAND for Ukraine), before being included in the US federal budget, must pass two more levels - approval by the Senate and the US President.

While some Ukrainian figures are jumping around happily, others are shrugging their shoulders in disappointment: the US Congress Budget Committee's explanatory note to STAND says that it is planned to spend as much as a million dollars to implement lethal defensive weapons assistance to Ukraine. And not immediately, but throughout 2017 – 2021. To prolong the pleasure, I suppose.

Well, this is as usual in Ukraine: some people read documents and don’t believe in fairy tales, while others, even without documents, know in advance that if they just go out and ride on the Maidan, salaries of 10 thousand euros will pour nuts into their pockets – you just have to want it the right way.

The team of skeptics included Ukrainian Colonel General Ruban, who heads the center for the exchange of prisoners of war. Ruban spoke quite disparagingly about the million dollars of lethal assistance, noting that this would only be enough for him to cover business trips and trips around America for five years.

And in fact, if you scatter a million on the treasured Javelin ATGMs for the Armed Forces of Ukraine, then taking into account the price of $246 thousand for one launcher with a missile and a missile for $86 thousand per piece, the help looks simply ridiculous.

The Deputy Chief of the General Staff of the Armed Forces of Ukraine, Lieutenant General Romanenko, is even more annoyed and reproaches the United States for providing $14 billion in aid to Afghanistan, while Ukraine received a measly $600 million. “Where is Afghanistan and where is Ukraine?” the general asks in bewilderment.

Apparently, the lieutenant general did not listen well to his sponsors. They are ready to fork out even more for the sake of military assistance to Ukraine, but they are stopped by the prohibitive level of corruption of their wards and the reluctance to once again experience the humiliation of seeing their expensive pieces of hardware in the hands of “separatists.”

What can the Poroshenko regime really count on?

In the supply of high-tech weapons, the United States is very tight-fisted even with its allies. Even with regard to those allies that are on the “front line of deterring Russian aggression.” Moreover, export supplies only increase prices.

For example, in 2004, the Czech Republic purchased 3 launchers and 12 missiles worth $1.7 million. In 2003, 40 launchers and 360 missiles cost Lithuania $39 million. In November 2014, Estonia paid $55 million for 120 launchers and 250 missiles.

But Ukraine is not an ally. So, a “partner” is from the give-and-take category, of which the United States has a dime a dozen. There remains only hope for the provision of free assistance, and even that is insignificant - over the past 30 years, the United States has not provided free assistance with the supply of new generation weapons to any country in the world involved in a local conflict.

Last in line were the Afghan dushmans who fought the Soviet 40th Army using the latest Stinger MANPADS at that time.

The reason why the United States stopped transferring the latest weapons to various “freedom fighters” was the interesting fate of the delivered samples. As for the “Stingers”, in the fall of 1986, an inspection helicopter group of Soviet special forces captain Sergeev and Captain Kovtun during a patrol destroyed the Dushman crew and obtained not only intact “Stinger” launchers, but also a case with technical documentation, which traced the supply route of MANPADS from the manufacturer to the final “consumer”. The United States, which diligently pretended not to be involved in the war in Afghanistan, was caught red-handed and received an ugly scandal.

The captured Stingers and documentation were carefully studied by Soviet specialists, and very soon our combat aviation reduced losses in the skies of Afghanistan to a minimum. And the sample of American weapons was creatively interpreted in the further design of domestic MANPADS. In addition to the USSR, China, Iran, North Korea, and Pakistan received access to the Stingers. The United States made a lot of efforts to buy back the Stingers after the withdrawal of Soviet troops from Afghanistan, but in vain - hundreds of sets of MANPADS thoughtlessly supplied to Islamic fanatics were distributed uncontrollably and turned into a potential threat to civil air communications. The United States cursed and berated from various platforms about this for a long time, which even the information smokescreen set up by Hollywood and the media about the unheard-of damage to the Soviet Air Force from the “Stingers,” because of which the Soviets were forced to leave Afghanistan, did not help.

But there are weapons that are not very new and have proven themselves. For example, the previous generation BGM-71 TOW anti-tank missiles. It is these missiles that the United States supplies to the Syrian Free Army, which is fighting against the Syrian national army. In the spring of this year, reports came that Ukraine had also received a certain amount of BGM-71 TOW.

And in general, the fact that the US Congress adopted or rejected something there is not an indicator of anything. It is enough to recall the long-standing “Irangate” scandal associated with the CIA’s clandestine sales of American weapons to Iran, so that the proceeds could be used to help the Nicaraguan “contras.” The scandal broke out only because the illegal deal involved Iran, which was under sanctions, giving a kick to the Shah and expelling absolutely all Americans, including diplomats, from the country. If weapons were sold under the counter to the Saudis, then everything would be hidden.

And even without permission from Congress to supply lethal weapons to Ukraine, these most lethal weapons came to Ukraine from US allies the Czech Republic, Hungary, Poland, Bulgaria, Romania, who sent Poroshenko heavy Soviet-style weapons.

Bulgaria, for example, is not the first to transfer weapons to Russia’s enemies. The Bulgarian company Arsenal pirates a whole range of Soviet-style weapons, such as Kalashoids, RPG-7 and its rounds, mortars and mortar mines. During the war 080808, Russian troops received as trophies not just single copies abandoned during the siege by Georgian troops, but entire warehouses filled with Bulgarian-made weapons.

The United States is very good at making people pay for their interests from someone else’s pocket.

It recently became known from the depths of the Ukrainian Armed Forces that the troops fighting in Donbass are experiencing a shortage of ammunition and shells, and losses in mortars have reached a critical level. Homemade Ukrainian Hammer mortars are not only purchased by the Ukrainian Armed Forces at speculative prices, but also pose a threat to the lives of those who fire them. Therefore, one should not be surprised that very soon the products of the Bulgarian Arsenal, which, by the way, has close partnerships with representatives of the American military-industrial complex, will fall into the clutches of the dry goods industry.

In general, you can giggle as much as you like that all this is not serious and at best is a kind of moral support, but the United States has more than once proven to the naive that with one hand it signs peace agreements, and with the other it supplies all sorts of scoundrels with weapons. Thus, it recently became known that the armed terrorist group ISIS receives anti-tank weapons and MANPADS from the United States, bypassing all prohibitions. Croatia often acts as a mediator.

However, like the Stingers, no TOW or Javelins will help turn the situation at the front in favor of the Ukrainian Armed Forces. Javelins and TOWs are indeed worthy examples of American weapons, but if they fall into the hands of the demoralized, decaying, poorly motivated Ukrainian army, waging an unjust war on the people of Donbass. In addition, prodigies, especially free ones, tend to quickly end, and then the usual weapons come to the fore again.

Ukrainian supporters of war to the bitter end should stop deceiving themselves and finally admit: it is not spontaneous militia that have been fighting them for a long time, but a well-trained and disciplined regular army, which has a clear and lofty goal and knows how to win. And it’s better now, while there is time, to build relationships for the sake of the future world, and not to hope, like the possessed Adik, for another “miracle weapon.”
