The Duma in the first reading adopted a bill on the specifics of regulation during the construction of infrastructure on the Taman and Kerch peninsulas.
The bill significantly simplifies approval procedures. Its adoption is urgently necessary in order to reduce the time it takes to register construction sites and build facilities more quickly, according to the explanatory note to the bill.
In particular, environmental assessment will be simplified, and public hearings will not be mandatory. According to the authors of the document, in the current conditions the state cannot afford to delay the approval of the project.
Meanwhile, residents of Kuban, in whose settlements the work will take place, demand the involvement of the local unemployed population in construction. They are also unhappy with the dumping of construction waste on their farmland.
