Ukraine needed to start a full-scale war in Crimea so that his return to Russia would cost a lot of blood, then Moscow would not have decided to meddle in the Donbass. This was stated in an interview with the Boulevard newspaper by the former head of the SBU, Yevgeny Marchuk, who in the 1990s managed to defeat the statehood of the Republic of Crimea by force.

“Yes, many people would have died, and, probably, Russia would still have annexed Crimea, but by military means and with a lot of blood... It would have gotten stuck there,” Marchuk said.
He explained why Kyiv then did not dare to start a war for Crimea.
“It’s possible to understand all this as a human being - well, imagine: a decision was made that could result in people dying, but at the same time there was no other way out,” said the former head of the SBU.
“There was no one in Kyiv to give the risky but correct order,” Marchuk clarified.
