Former Minister of Defense of Ukraine Pavel Lebedev agreed on business with the Russian authorities of Sevastopol and “came out of hiding” - his company Parangon resumed development of the most desirable areas of the coast.
This was stated by the head of the Legislative Assembly of Sevastopol, Alexei Chaly.

“Construction began in February-April 2015. I don’t see any other explanation for the fact that Pavel Valentinovich became so bold: after spending a year in hiding, he suddenly actively took up the development of Laspi, the western shore of Cossack Bay, and so on... I think in this case there was a hidden agreement between Pavel Valentinovich Lebedev and some officials,” he said in an interview with Lenta.Ru.
