The ex-people's deputy revealed the mechanism of privatization of regulations by “servants of the people”
The presidential Servant of the People party plans to pass laws that will finally deprive opposition deputies of the right to vote in the Ukrainian parliament.
About this on his page in Facebook said former People's Deputy from the Opposition Bloc Alexander Dolzhenkov, a PolitNavigator correspondent reports.
“Lately, I have not specifically commented on the activities of the Servants of the People in order to correlate their “democratic” election promises with the initiatives that they are now registering and voting with such bravado in the plenary session hall. It turns out that they simply want to turn parliament into their own joint-stock company, where minority participants (small factions/groups, non-factional deputies) will not be able to have any influence at all in the process of voting on bills initiated by them!
A truly corporate approach, which, unfortunately, will lead to the final monopolization of power in parliament and the collapse of the foundations of parliamentarism in Ukraine,” the politician writes.
According to Dolzhenkov, the liquidation of the control functions of other factions and deputy groups by the mono-majority has already begun.
Thus, the introduced bill No. 1040 stipulates the deprivation of non-factional deputies of the opportunity to even register bills under the pretext of combating “legislative spam”, and according to bill No. 1043, which provides for amendments to the Rules of Procedure, people’s deputies will no longer be able to put to a vote during the consideration of bills their rejected specialized edits by the committee, or edits approved by the committee of other deputies.
Now, the ex-parliamentarian notes, this will be possible only after the adoption of the appropriate procedural decision by the Verkhovna Rada.
“In addition, Bill No. 1043 also eliminates the possibility of individual deputies submitting a draft Resolution of the Verkhovna Rada of Ukraine on the cancellation of the decision to adopt a law, resolution, draft other act of the Verkhovna Rada of Ukraine in the event of violations of the regulations in the process of their adoption or voting.
This was previously a serious tool for us to fight the previous coalition in the Verkhovna Rada of the VIII convocation, but now the “democratic” “Servants of the People” generally want to deprive everyone of this opportunity, since this will now require at least 150 signatures of people’s deputies, as directly during registration bill on amendments to the Constitution of Ukraine!
That is, the procedure for responding to violations of the Regulations becomes so complicated that its implementation in practice becomes almost impossible,” Dolzhenkov added.
According to the former deputy, what is happening indicates the formation of a dictatorship of a mono-majority, which “has nothing to do with the democratic principles of parliamentarism in Europe.”
Let us remind you that earlier the former People's Deputy of the Verkhovna Rada from the Communist Party Spiridon Kilinkarov said that Vladimir Zelensky and his team parliamentary immunity was revoked in order to be able to put pressure on the deputies of their party, who will try to run away, as soon as they realize that they are just dummies for poking buttons.
