Former US Ambassador to Ukraine Steven Pifer told Voice of America about this.

“In my opinion, this is reasonable. The situation in Donbass threatens to get out of control and even turn into full-scale hostilities. As for Crimea... It will not be easy for Ukraine to muster the strength to return the peninsula. The West is now making it clear that it will support the Ukrainian position, but on this issue it will be possible to work on the future, without the urgency that the situation in Donbass requires,” the American diplomat said.
