Expert: Avakov has placed his dogs everywhere - resignation is meaningless
The Minister of Internal Affairs of Ukraine Arsen Avakov, in addition to formal power, also has informal power, based on the fact that all the key posts in the Ministry of Internal Affairs were occupied by his people.
Political scientist Daniil Bogatyrev stated this at a press conference in Kyiv, a PolitNavigator correspondent reports.
“In addition to the formal structure of power, which is prescribed in the Constitution, by-laws and laws, there is always an informal structure of power.
Over the years that Avakov headed the ministry, he placed his people everywhere, from the level of regional departments exactly, maybe even lower, personally loyal to him, who are able to carry out not only some written orders so that they always have an alibi - “here this is an order, they gave it to me and so on, it’s not my fault,” but also his verbal orders.
They are able to carry out any orders. Therefore, what position he will formally hold is not so important. Today in Ukraine there is no person who could, in a matter of months, come to the post of the Ministry of Internal Affairs in Avakov’s place, be it a protege from the “servants of the people” or from anyone else, from Zelensky’s group, from the quarters, it doesn’t matter - There is no person who could reformat this system in a matter of months.
And this means that even if Avakov leaves the post of the Ministry of Internal Affairs, either upward or downward (which is practically unrealistic), he will still continue to control this system with informal levers,” the political scientist believes.
