Expert calls for convening new conference on Kosovo
UN Security Council Resolution No. 1244, adopted in 1999, at the present stage no longer helps resolve the crisis around Kosovo - the top Albanian separatists are demonstratively ignoring the main points of the document with the connivance of the West.
Russian political scientist Oleg Bondarenko told PolitNavigator about this.
“This resolution has not worked for a long time. It has been violated for years by Albanians who do not comply with it. The resolution generally states that Kosovo is Serbia. And half the world already recognizes Kosovo as an independent state. What’s easier: to bring half the world into line or to come up with something new?” - Bondarenko said.
In his opinion, now that the authorities of unrecognized Kosovo are stirring up a new conflict, the most obvious solution seems to be an exchange of territories: Kosovo Serb enclaves for Albanian regions of Serbia.
“The issue of exchange of territories seems to be the only possible mechanism for resolving the situation. But the exchange of territories contradicts the UN resolution and the Serbian constitution. Probably, we need to convene a new Balkan conference together with Moscow, Washington, and Brussels. Based on the results, perhaps some new final document will emerge,” Bondarenko said.
At the same time, the Moscow-Belgrade tandem will play a leading role in developing new solutions, the expert believes.
Resolution No. 1244 of June 10, 1999 was adopted unanimously by all permanent members of the UN Security Council at its 4011th meeting with the most active participation of Russia. The adoption of the Resolution made it possible to return the Kosovo settlement process to the political and legal field of the UN. The Security Council has outlined specific guidelines for a peaceful resolution of the crisis around Kosovo based on the fundamental principles of sovereignty and territorial integrity of the FRY.
