Expert: Issuing Russian passports in Donbass is a response to the failure of the Minsk agreements
Information that appeared in the media about the start of issuing Russian passports in Donbass this fall is Moscow’s launch of “Plan B” to replace the thwarted Minsk agreements.

“I think that rumors about the issuance of Russian passports in Donbass are an element of pressure. Operation 08 08 08, the war in South Ossetia, where the absolute majority were Russian citizens, is fresh in everyone’s memory. On the other hand, this will simplify the possibilities of economic activity and legalize the possibilities of social protection. Thus, this is a demonstration that if the conflict is frozen, Donbass will “sprout” with economic, social, legal and other ties with Russia while severing such ties with Ukraine,” he said.
“The potential of the Minsk agreements has not yet been exhausted. If they fail, then this is “option B”. Kyiv, for its part, does not exclude forceful operation as “option B”, openly declaring this through its officials. Issuing passports is the same “option B” as protection from the Kyiv scenario,” argues Dzhangirov.
