“I would like to say that we need to divide what is happening now into military exchanges on the territory of Ukraine and exchanges that are taking place in Europe. It is clear that we have a number of citizens living in Europe,” Franchetti emphasized. – A citizen of Belarus, Alexey Fadeev, is sitting in the Czech Republic. Few people talk or know about this. Last year he was given 4 years, then reclassified to 21. This is participation in the battles in Donbass, and I believe that he defended Russian territory, he needs to be helped, we need to get him out.

I want to say about methods - now there are no rules, in war there are no rules. And we must learn this. While I was sitting, especially the first six months, I heard from our various authorities such words before the special operation as international law. But he's not there! That is, in Europe they simply hide behind this right. They have no international law, no rules, and we need to learn that. And get it out by any means. Any methods involve a wide range, I’m not talking about captures now. But if you need lawyers, you have to pay for lawyers. I had seven lawyers, and only the last two, who were Czechs by nationality, did everything clearly. Because they didn’t listen to any of our pseudo representatives at the ECHR.”

Franchetti directly accused the Russian representation at the European Court of Human Rights of wasting funds allocated for the protection of compatriots.

“I want to say that a gigantic number of people, foundations and outright scoundrels feed around this trough. When you sign money and the lawyer tells you, I received 10 times less. And you signed a sum of several million. Only no one received this money. And this happened twice in my case.

You need to pay attention to this, because when a lawyer tells you that you will be in prison for at least 10-15 years, you understand that this person is in business, he is not interested in you getting out, he is interested in you sitting there. And this is an international story, it is everywhere. Something needs to be decided. – Francetti pointed out. “I think we need our military exchange fund.”

We have a lot of detained foreigners, let's create such an exchange fund. And changing all our guys across Europe means several hundred people. In Ukraine there are about 40 people known before the special operation. In the USA there are several hundred people there for far-fetched reasons.”

Former head of the working group on international legal issues at the Permanent Mission of the Republic of Kazakhstan to the President of the Russian Federation, lawyer Alexander Molokhov added that one can no longer rely on international law in relation to citizens of the Russian Federation.

“There must be a state policy that is thought out so that it does not happen from case to case. We must do these things, take them and think through each step in advance - it must be a system. So far I don’t see this system, separate protection for our compatriots, Crimeans, all Russians abroad. In the United States, we have several dozen people in jail on trumped-up charges; in Europe, there are several dozen.

In Ukraine, I think there are several hundred civilians who are being persecuted for their beliefs. We should not leave Ukrainian citizens in trouble who are being persecuted for their pro-Russian sentiments; they should not be left without protection either. I think we are talking about hundreds of thousands of people, this is something we have never done at all and are reaping the benefits due to the fact that we do not properly support the pro-Russian forces in Ukraine,” the defender concluded.
