Security expert Sergei Shabovta stated this in a commentary to PolitNavigator.
“Let's look at what happened from a tactical point of view. The explosion occurred near the Cabinet of Ministers, which has a day off today and where no protests are being held today - everything was canceled, banned, and someone was convinced not to hold it. From the point of view of saboteurs, choosing such a place and time for some kind of demonstration action is stupid and strange. When the incident occurred (at about 14 p.m.), all events on Khreshchatyk had already ended. When we start to get a fever and from Turchinov to the heads of the special services they begin to notify us within a week and a half or two weeks that something is going to happen, I understand that this really should happen, even if it has to be organized with our own hands,” the expert said.
“I saw a chain of unexpected arrests, I saw an alleged saboteur, trained in Russia, who lived on the first floor, his apartment was filled to capacity with ammunition, and somewhere there was even a quadcopter lying around. I couldn’t think of a funnier staged picture - separating the place of residence and the place where ammunition is stored = these are the basics of covert sabotage work, since the group can only be saved by preserving the weapons. All this has long been known. This also includes the sudden discovery of some burials, smoke bombs and ammunition in Hydropark. I have a clear feeling that all this creates an atmosphere of hysteria and builds up the expectation of mass provocations. Therefore, for me, what happened was expected,” Shabovta concluded.
