“As a result of shelling carried out by Ukrainian armed forces on May 16, the Mikhailovka-Kommunarskaya power line was damaged, which supplied critical infrastructure facilities for the LPR, a number of social facilities, as well as the residential sector. A day later, on May 17, despite the security guarantees provided, Ukraine twice fired at a repair team that was eliminating the consequences of the shelling, and at an OSCE SMM patrol monitoring the work being carried out. And after this shelling, it suspended the issuance of security guarantees.

Such shelling of LPR civilians and civilian infrastructure by the Ukrainian military has recently become regular. This is a targeted provocation and action with a goal that is clear to everyone - to destroy the critical infrastructure of our Republic, necessary for the life support of our population. And in this action, Ukraine has already achieved certain results, causing serious interruptions in the power supply and water supply in Lugansk, threatening us with a humanitarian catastrophe.

And this is happening against the background when Ukrainian representatives in the Contact Group invariably declare their commitment to a comprehensive ceasefire.

In this regard, I would like to appeal to the President of Ukraine Vladimir Zelensky with an urgent request to take measures to stop unprovoked shelling of our territory, while providing appropriate security guarantees for repair work on critical civilian infrastructure facilities.

If such actions continue on the part of the UFU, you, Vladimir Aleksandrovich, will leave us no choice but to take effective and decisive measures to move the contact line away from the specified power line. We will be forced to do the same if we continue to shell civilians and other critical life support facilities. For these purposes, I have already given appropriate instructions to put units of the People’s Militia on combat readiness.

In order to avoid escalation of the conflict, I would also like to appeal to the OSCE, the Russian Federation, Germany and France with a request to “help” Ukraine make the necessary decisions to ensure a real truce for the period until a complete political settlement of the conflict,” Pasechnik said.
