Political scientist Andrei Zolotarev stated this in a conversation on Ukrlife.TV, the PolitNavigator correspondent reports.
“Problems with heating, rolling blackouts - this is the same “dead cat” that will be thrown around.
Kyiv will blame the local authorities, the local authorities will point the finger at Kyiv, no one will want to bear responsibility.
In this regard, it is clear that relations between Kyiv and the regions can change greatly.
