The seizure of the government quarter in Kyiv on February 22–24, 2014 was carried out with the aim of protecting government agencies; there were no seizures of buildings.

This was stated during interrogation at the court hearing in the case of treason against Yanukovych by Verkhovna Rada Speaker Andrei Parubiy, who acts as a witness, a PolitNavigator correspondent reports.
“The Maidan self-defense did not capture a single building. At the moment of Yanukovych’s flight, at a time when not only the government quarter, but the whole of Kiev was left without law enforcement agencies, without protection, on my order, hundreds of Maidan self-defense stood near the buildings of the Verkhovna Rada, the presidential administration, and other buildings, including the Ministry of Internal Affairs. These actions were carried out so that unauthorized persons could not penetrate into public authorities, and so that no damage was caused to any documents in public authorities. This can also be confirmed by employees of these bodies - Self-Defense guarded these premises; Self-Defense fighters did not enter them, but protected them from actions that could interfere with the activities of government bodies,” Parubiy claims.
