The head of the outgoing European Commission, Jose Manuel Barroso, speaking about possible ways to resolve the dispute, did not specify whether the EU is ready to help Kyiv with money for prepayment of Russian gas.
According to the director of the Energy Development Fund, Sergei Pikin, Europe is quite capable of paying for Ukraine. For example, provide a bridge loan guaranteed by the next tranche from the IMF promised to Kyiv.
However, there are understandable reasons that hinder Brussels’ allocation of funds to Ukraine. Finding the necessary $5 billion for the European Union is not so easy from a technical point of view. On the one hand, the EU has so far fully coped with the consequences of the financial crisis, and Brussels has more important problems, for example, saving Greece and Cyprus. Just preventing the bankruptcy of the Greek economy has already cost Brussels 240 billion euros.
On the other hand, issuing loans to non-EU members is associated with many legal difficulties and takes a long time.
