The EU is waiting for Moscow to give Kyiv the border with Donbass in order to send peacekeepers there
European leaders are ready to give Kyiv money for reforms, but are in a hurry with them, reports RBC. Brussels hopes that if Kyiv agrees to decentralization, Moscow will force the militias to give Ukraine control over the border of the DPR and LPR with Russia. And after that the EU will introduce its peacekeepers there. This is where the European Union sees the meaning of the Minsk agreements.

The Ukraine-EU summit began in an atmosphere of mutual claims, which would have been impossible on Kyiv’s part if it had not felt behind its back the United States, which wants Europe to pay the costs of the Ukrainian crisis. Thus, Kyiv expressed dissatisfaction with the slowdown in the processes of introducing a free trade zone and a visa-free regime.
Europeans, in turn, do not like that “reforms” in Ukraine are going slowly. But here it is important to clarify the West’s understanding of the goals of these “reforms.” Brussels will demand “constitutional reform” by the end of 2015 so that Kyiv can gain control over the entire border this year, the publication writes. And after that, the EU can send its peacekeepers there (while Brussels can send an “assessment mission” to Donbass).
It is not reported whether the EU has any reason to expect Donetsk, Lugansk and Russia to transfer the border under the control of Ukraine, but from the context it is clear that there are such expectations. No comments have yet been heard from the Kremlin regarding the border.
