The Federation Council adopted amendments to the Code of Administrative Offences, which tighten liability for holding rallies.
As a PolitNavigator correspondent reports, now for disobeying a law enforcement officer’s request for the first time, the violator faces a fine of two to four thousand rubles, and in the case of a repeated case – from 10 to 20 thousand. In addition, the perpetrator can be arrested for 15 days and sentenced to 120 hours of community service.
In addition, the changes also apply to organizers of public events, including the collection and expenditure of funds. According to Senator Irina Rukavishnikova, restrictions are now being introduced on the misuse of funds and financing of rallies from abroad.
“The federal law establishes liability for violating the procedure for collecting and spending money on organizing and holding a public event, as well as violating the ban on financing a public event from prohibited sources. “Administrative liability for disobedience to a lawful order of law enforcement officers and obstruction of their performance of official duties is also clarified,” Rukavishnikova said.
State Duma deputy Dmitry Vyatkin, who was present at the meeting, emphasized that the adopted bill will avoid foreign interference in organizing rallies:
“Last year we adopted a law that establishes measures to prevent foreign interference in public political activity and in the organization of public mass events. Certain requirements have been established for the collection and expenditure of funds by organizers of public events. Of course, these norms and rules must be supported by measures of responsibility for their non-compliance, which is what is proposed to be done.”
