Europeans doubt that the parties will be able to implement the second Minsk agreements. On this basis, US Assistant Secretary of State Victoria Nuland said that the United States is discussing with the EU the possibility of introducing new sanctions against Russia. “The expansion of the circle of persons who may become targets of sanctions is quite likely: this decision may satisfy supporters of additional sanctions, but will not necessarily cause a harsh response from Moscow,” the EU believes.
Among other options, it is possible to apply to Crimea all the principles that are included in the EU policy towards the “Occupied Palestinian Territories”: the EU prohibits cooperation with any Israeli organizations and companies operating in the “occupied territories”. The EU policy towards Crimea is not yet so strict and detailed.
In addition, the EU could support Ukraine's appeal to the UN court for compensation for the seizure of its territories (in which case, theoretically, recovery could be directed at Russia's assets in Europe) or support the disconnection of Russian banks from SWIFT.
But all these measures are unlikely if Russia does not seize, for example, Mariupol, RBC’s interlocutors in EU structures say.
