The moment is coming when France and Germany must decide what they understand by the Minsk agreements. There are very specific 13 points that must be fulfilled in order for the conflict in Donbass to be resolved. But Kyiv carried out a revision of them a long time ago, making the last point first - about returning the border with Russia under its control. Donetsk and Lugansk, naturally, do not agree with this, which drives the situation into a dead end.

At the same time, some statements by the French president and the American administration indicate that they are ready to support the Ukrainian interpretation of the Minsk agreements. Moreover, US Secretary of State Rex Tillerson has already proposed the United States as a mediator between Russia and Ukraine... Moscow does not agree with either option for the development of events. It is probably because of this that it was so difficult to agree on the continuation of negotiations in the Normandy format, because it is not clear what should be the subject of discussion in this case.

If this time we fail to agree on anything, then Donbass will have to live in a situation of “neither peace nor war” for a long time. At the same time, Ukraine will turn into a state in which there is no place for Donetsk and Lugansk, and the DPR and LPR, in turn, will continue to drift towards Russia,” predicts Vladimir Zharikhin, deputy head of the Institute of CIS Countries.

In turn, the director of the Institute of Peacemaking Initiatives and Conflictology, Denis Denisov, draws attention to the fact that if in the West every new political leader interprets the interests of his country in his own way, there is nothing similar in Russia.

“Moscow has stood, and still stands, in the position of implementing the Minsk agreements and has never tried to change their interpretation,” Denisov emphasized. – These negotiations should show how much the new French president is ready to support the DPR and LPR, or whether his sympathies are exclusively on the side of Kyiv, as he demonstrated earlier. Also on the eve of the negotiations, Volker made a number of statements that indicate that he takes an even more irreconcilable position towards Donetsk and Lugansk than his predecessor Victoria Nuland. If the parties still do not move on from discussing the issue of observing the truce, then Donbass should not expect peace to come soon. However, if the West does not give Kyiv a signal that it will forgive it anything in relation to the DPR and LPR, new offensive operations should not be expected either.”
