European democracy: the Russian mayor of Riga was fined for speaking Russian

The mayor of Riga, Nil Ushakov, said that he was fined because the Riga City Council communicates in Russian on social networks.

He wrote about this in Russian on his Facebook.
According to him, this decision was made by the State Language Center.
At the same time, Nil Ushakov stated that the Riga City Council will continue to “communicate with its residents in the current mode, that is, in at least three languages – Latvian, Russian, English.”
He also advised the Center, which fined him, to really do what they can do. In particular, he suggested that employees, for example, think about how to call Pokemon in Latvian.
