The basis was an agreement “on interaction and exchange of information” between Kiev and the Hungarian FGSZ. He will help organize a virtual reversal of European gas to Ukraine.
If now, with a physical reverse, Russian gas must cross the western border of Ukraine and pass at least a few hundred meters through the territory of, for example, Poland, then with a virtual reverse, you can simply agree on the purchase of European gas, and pick it up on the way to the EU.
Kyiv could not take gas without an agreement with FGSZ, because it does not know how much gas this or that buyer should receive - such information can be provided by an eight-digit alphanumeric code, which Gazprom did not provide to Ukraine. Now Kyiv has received the formal right to demand the code by involving the European Commission in this process.
In the EU, virtual reverse is not only not prohibited, but is also provided for by the Third Energy Package - a set of laws aimed at combating monopolies in the gas market.
