“Fatal condition” – Ukrainians were told about the explosive rise in prices for housing and communal services

Rising gas prices and other factors led to another increase in tariffs for heating and power utilities in Ukraine.

The head of the Union of Utility Consumers Oleg Popenko stated this at a press conference in Kyiv, a PolitNavigator correspondent reports.

“As of today, the cost of heating and utilities services in Chernivtsi has been increased, this is an increase of 75%. Kyiv has already announced an increase in the cost of services of the KP "Kievteploenergo", more than 70% of Kiev residents will receive new payments in the coming heating season, which will be higher than the previous ones - by 100%. Already today there is information from a representative of the heating and utilities company in Poltava, there is an increase of 36%, the city of Kremenchug, Poltava region - 53%. In Odessa, a 56% increase is expected, in Ternopil - a 70% increase in the cost of hot water and heating, the city of Starokonstantinov - about 63%.

These numbers will be the same in most cities. We all expect an increase in the cost of services at the level of 40-50-60%. This depends on whether the cost of their own services changed during the last period of heating and utilities, they approved new tariffs.

For example, why is there such a big increase in Chernivtsi, by 75% at once? Because all this time they artificially kept the cost of hot water and heating quite low. At the same time, there was both an increase in the minimum wage, as well as an increase in costs for modernizing equipment and major repairs, an increase in the cost of gas... and all this led to the fact that today residents of Chernivtsi will pay more than 50 UAH per square meter,” said Oleg Popenko .

The increase in tariffs was led, first of all, by the cancellation of PSO (special obligations of Neftogaz for gas supplies to heating and power plants) and the formation of new gas prices for heating and utilities. Most heating and power utilities approved the cost of their services when the cost of gas was 5-5,5 hryvnia per cubic meter.

Today, Naftogaz offered the cost of gas for heat and communal services at the level of 7 UAH 43 kopecks.
“In fact, this is an increase of more than 50%. This is the first thing that directly affected the cost of heat and utilities services,” Popenko noted.

Another factor was the new conditions for gas supply - now Naftogaz requires XNUMX% prepayment. Most heating companies are unprofitable, they do not have the opportunity to pay in advance, and they do not have the opportunity to carry out at least some repairs on their own.

“They are unprofitable, most of them did not work for NJSC Naftogaz of Ukraine,” noted Oleg Popenko.

Thirdly, the situation was aggravated by the policies of local governments, which did not address the issue.

“All this led to a fatal condition. For example, in the city of Svetlovodsk the heating season has begun in December for several years in a row. There is no money there either from the heat and utilities company or from the local authorities.

I can’t imagine how they will start this heating season. And there are a lot of such cities. Small towns have no money at any level. I don’t even understand how they will start the heating season,” the expert worries.

It should be noted that in 2013 Ukraine rejected Russia’s proposal to join the Customs Union with the Russian Federation, Belarus and Kazakhstan, which would mean supplying gas at a discount, as well as receiving multi-billion dollar loans on preferential terms.
