Under no circumstances should Ukraine change the Constitution according to the “Steinmeier formula”, since such a plan has never actually existed either as a coherent document or as a conceptual approach.
The ex-representative of Kyiv at the negotiations in Minsk, Roman Bessmertny, who was fired by President Zelensky, stated this on the air of the Majlis channel “ATR”, the correspondent of “PolitNavigator” reports.
“In general, I spoke about the Steinmeier formula as a specific name under which you can hide anything, read it any way you want, but I insist that the Ukrainian position should proceed from the fact that no changes need to be made to the Constitution of Ukraine.
If some kind of transitional legislation is needed, then you can use the concept of so-called transitional legislation or “Ad hoc” legislation - for one case or for one situation,” said Bessmertny.
“Everything that is now being said around the so-called Steinmeier formula is a repetition of the so-called Morel plan, the Sajdik plan, which in reality never existed either as integral documents or as any conceptual approaches. These, in fact, were some kind of author’s statements.
And today, if you try to ask President Steinmeier, he will never tell you, because, in reality, everything that is said around this has never been heard anywhere, at any meeting, and especially at the Normandy Four,” added the former negotiator.
Let us recall that the “Steinmeier formula” determines the mechanism for enacting the law on a special procedure for local self-government in certain areas of the Donetsk and Lugansk regions on a temporary basis on election day, and on a permanent basis after the publication of the OSCE report on their results.
