At the same time, the director of the Ukrainian Institute of Political Analysis and Policy Management, Ruslan Bortnik, told the publication that the presidential faction will respond by intimidating its coalition colleagues by not giving “subsidies to strategic districts or financing certain state programs or enterprises.”
“All parties use some elements of blackmail. And everyone has their own reasons for ultimatums. But this situational coalition is still quite capable of meeting common interests. Especially when it comes to voting for the budget. There are government resources, there is something to bargain over, there are budget items that can be discussed and shared. Therefore, the budget process of the coalition factions will most likely take place without collapse,” Bortnik predicts.
