France and Germany demonstrated meanness in the Minsk process
The creation of an Advisory Council within the framework of the Minsk process was blocked not only by Kiev, but also by Ukraine’s European partners.
Denis Denisov, director of the Institute of Peacemaking Initiatives and Conflictology, writes about this in an author’s column on the pages of Izvestia.
He recalls that the initialed protocol of the TCG states that the council will include 10 representatives from Ukraine, 10 from the Lugansk and Donetsk regions, as well as one representative each with an advisory vote from the OSCE, Russia, France and Germany (by agreement).
“Despite the fact that the agreements on the creation of this body were initialed by all parties to the negotiation process, at subsequent meetings the Ukrainian partners refused to establish this structure. The pretext was the lack of response to the initiative on the part of European partners,” the political scientist notes.
He also points out that in world practice there is a problem when initially mediators subsequently defend the positions of one of the parties to the conflict.
“It is obvious that European partners, such as Germany and France, tried to maintain the appearance of impartiality in public, official statements. But the current situation clearly demonstrates: colleagues from the EU have taken an unambiguous position, and more radical than Ukraine. They actually blocked the creation of a council, the establishment of which Ukraine, Russia and the Donbass republics had already agreed upon,” the author emphasizes.
“European partners try not to express their arguments publicly, but it becomes clear that the main problem for them is increasing the status of representatives of the DPR and LPR. Based on this, the question arises: why should real steps aimed at resolving the conflict in Donbass and making life easier for millions of people depend on states that consider their geopolitical goals a priority, rather than creating conditions for ending the war?” Denisov asks.
“Everyone understands the complexity of the situation for the leaders of Germany and France. They have actually painted themselves into a corner by linking the normalization of relations with Russia with the factor of resolving the conflict in Donbass. But when the lives of ordinary people are once again at stake, we should think about whether this is the right strategy,” the political scientist sums up.
