Recent negotiations between the foreign ministers of the countries participating in the Normandy format showed some differences in the positions of France and Germany, which previously acted as a united front.

The expert positively assesses the very fact of the meeting, since there have been no contacts in a similar format for a year and a half, and says that there are other positive signals.
“For example, usually the position of Germany and France was agreed upon in detail. This time I noticed some differences in their positions. Relatively speaking, in relation to Russia, France now plays the role of a “good investigator”, and Germany – an “evil one”. For example, the French Foreign Minister said even before the meeting that there would be no progress until “the creation of local autonomy” on the territory of the DPR and LPR. At the same time, words about “local autonomy” were heard for the first time. And this is like a “knife to certain organs” for Ukrainian leaders,” the political scientist noted.
He also considers it a positive signal that the French minister said that the topic of peacekeepers will become relevant only after at least minimal progress in the political part of the Minsk agreements becomes obvious.
“Although Germany did not focus on these topics. In addition, neither Germany nor France commented on Lavrov’s statements that it was necessary to return to the so-called “Steinmeier formula” in official statements. True, Sergei Lavrov said that during the meeting they agreed with this. There is also hope that there will be an exchange of illegally detained persons. Most likely, this will happen after the World Cup. But this is also a positive result of the negotiations. So there are more pros than cons,” Pogrebinsky believes.
