The FSB accuses Telegram of aiding terrorism. Durov proposes blocking the entire Internet
The suicide bomber who carried out an explosion in the St. Petersburg metro on April 3 used the Telegram messenger to communicate with his accomplices and foreign curator.

“The Telegram messenger is most actively used by members of international terrorist organizations on the territory of the Russian Federation, which provides terrorists with the opportunity to create secret chats with a high level of encryption of transmitted information,” the report says.
Earlier, the head of Roskomnadzor, Alexander Zharov, demanded that Telegram provide intelligence services with the opportunity to catch terrorists among its users. Otherwise, the messenger will be blocked.
The creator of Telegram, Pavel Durov, claims that the “decryption keys” are stored only on the devices of the users themselves.
“The potential blocking of Telegram will not complicate the tasks of terrorists and drug dealers in any way - they will still have at their disposal dozens of other messengers built on end-to-end encryption (+VPN). No country in the world has blocked all such instant messengers or all VPN services. To defeat terrorism through blocking, you will have to block the Internet,” Durov wrote on his VKontakte page.
Russian political scientist Mikhail Vinogradov was also skeptical about the pressure on Telegram, emphasizing that the scandal surrounding the messenger only led to its popularization. “Until recently, many potential terrorists did not suspect the existence of Telegram,” the expert noted.
