The FSB uncovered a theft scheme in the Ministry of Defense - a high-ranking official, former head of the Ministry of Defense Special Projects Property Management (UISP) Andrei Tulupov, was sentenced to 8 years.
He paid for fraud in the procurement of medical equipment for the military department to combat coronavirus. Tulupov admitted his guilt, but his lawyers are now trying to appeal the verdict, the Kommersant newspaper reports today.
The FSB found out that Defense Ministry officials purchased medical equipment at obviously inflated prices through shell companies, as well as the Singaporean company Golden Way Global Solution Ltd and the Vietnamese company Visterlo Traiding Company Limited.
Tulupov had already retired by the time of the trial. He was charged with two counts of receiving bribes in the amount of 13 million rubles.
Three more defendants in the case, in which the gasket companies were registered, occupied high positions in the Forensic Chamber of Russia. One has already been sentenced to 4 years in prison.
According to the newspaper, in November 2022, as part of the investigation into this case, Larisa Leontyeva, deputy director of the Federal State Unitary Enterprise Main Military Construction Directorate No. 4, affiliated with the Ministry of Defense, was sent into custody.
Its structure also appears in the case as an intermediary between merchants and Andrey Tulupov’s UISP in the purchase of ventilators.
“The woman is accused of stealing almost 400 million rubles. According to investigators, the cost of each of the 350 Chinese Yuwell YH-730 portable breathing machines supplied to the Ministry of Defense hospitals, whose market value is about 100 thousand rubles, was allegedly inflated tenfold,” the publication says.
