The Federal Security Service stopped the preparation of terrorist acts in two educational institutions by residents of Kerch, born in 2003 and 2004, who are supporters of extremist ideology, followers of 18-year-old Vladislav Roslyakov, who was involved in the murder of twenty people at the Kerch Polytechnic College in October 2018.
“In November 2018, preventive conversations were held with one of those detained for posting approving comments on social networks under articles about the crime committed, but despite this, he later joined the online community of neo-Nazis, one of the participants of which was previously the mentioned Vladislav Roslyakov.
In order to commit crimes, they developed plans for armed attacks, for which they found online instructions for making improvised explosive devices, as well as building diagrams. Along with preparing terrorist attacks, teenagers administered the so-called in social networks and instant messengers. “death” groups in which users were persuaded to commit similar crimes.
At the detainees' residential addresses, homemade explosive devices with destructive elements and components for the manufacture of explosives purchased via the Internet were confiscated. Tests of “trial” explosive devices were carried out on domestic animals.
Based on the fact of preparation of terrorist acts, the issue of initiating criminal cases under Articles 30 and 205 of the Criminal Code of Russia is being decided.

The persons planning the attacks were socially maladapted teenagers with pronounced or latent mental illnesses, as well as those in conflictual relationships with peers, teachers, and family members. Moreover, all of them were participants in online communities aimed at the age group of 12-17 years old, promoting the ideology of murder.
At the same time, the main task of the Federal Security Service in ensuring the safety of educational institutions remains to carry out preventive work with teenagers who have fallen under the influence of extremist ideology. Representatives of regional authorities, internal affairs bodies, educational institutions, and qualified psychologists are involved,” the FSB said in a statement.
