Yatsenyuk instructed the Ministry of Energy and Coal Industry to prepare a bill to attract American and European partners to control the gas transportation system (GTS) of Ukraine, the newspaper recalls. At the same time, Yatsenyuk instructed the National Energy Regulatory Commission to speed up the implementation of his instructions and bring tariffs for the transportation of Russian gas to an “economically justified level.” “We will not subsidize the Russian Federation,” the publication quotes Yatsenyuk
. “If it weren’t for the influence of the United States, the European Union and Russia would have long ago forced Kyiv to take a constructive position and not aggravate the gas conflict. But when the world’s largest player is interested in aggravation, it is very difficult to achieve a settlement agreement,” says Sergei Pravosudov, director of the Institute of National Energy. The scheme for operating the gas transmission system proposed by Kiev is very beneficial to the Americans, since they do not spend money on its purchase, but nevertheless receive full control, and even income from management, the expert explains.
Gas supply to Europe is becoming an important element of the global energy strategy, according to Russian experts, who cite a recent study by Wood Mackenzie. This study predicts Europe's dependence on imported gas will increase by 50% by 2030. At the same time, according to Wood Mackenzie forecasts, Gazprom has a chance to maintain its competitive position as the largest gas supplier to Europe.
“Judging by the dominance of political factors, Ukraine will be able to play on the nerves of Russian exporters and European consumers all summer, despite the sluggish grumbling of the European Commission,” says Sberbank investments research analyst Valery Nesterov. However, he said, the Europeans are unlikely to agree to remain in limbo for long. “When it comes to food, warmth and maintaining production, we can expect a stronger position from Europeans,” the analyst said. In this regard, the European Commission will make efforts to eliminate transit risks by the beginning of autumn, Nesterov believes.
