The document, called the New York Declaration, orders the development of a global treaty to regulate the problem by 2018.
The declaration was adopted by consensus on the first day of a high-level meeting to address the issue of large movements of refugees and migrants.
Member States have committed to ensuring that all arrivals, “whether refugees or migrants, receive sensitive, humane, dignity-respecting and timely reception.”
