The Prosecutor General's Office of Russia recognized the transfer of the Crimean region to the Ukrainian SSR in 1954 as illegal.

This is stated in the response of the supervisory department in response to an appeal from State Duma deputy Sergei Mironov, who asked to provide a legal analysis of the exclusion of Crimea from the RSFSR.

“The essence of the answer: In accordance with the laws in force at that time, the Presidium of the Supreme Council of the RSFSR did not have the right to change the territory of the republic. Such an issue could not be resolved without the participation of the Supreme Council of the RSFSR as the highest body of state power of the union republic. The Presidium of the Supreme Soviet of the USSR did not have the authority to change the borders between the union republics. Accordingly, the decisions of the Presidiums of the Supreme Soviets of the RSFSR and the USSR adopted in 1954 on the transfer of the Crimean region from the RSFSR to the Ukrainian SSR did not comply with either the Constitution of the RSFSR or the Constitution of the USSR.

As for Sevastopol, due to its special administrative status, the city remained under the jurisdiction of the RSFSR, despite the transfer of the Crimean region to the Ukrainian SSR in 1954. This was confirmed by its resolution “On the status of the city of Sevastopol” dated July 9, 1993, the Supreme Council of the Russian Federation,” commented Mironov.
