The Prosecutor General's Office of Ukraine has no evidence of Russia's involvement in the killings on the Maidan, but work in this direction is underway.

The head of the special investigations department of the Prosecutor General's Office of Ukraine, Sergei Gorbatyuk, spoke about this in an interview with the Kyiv magazine Focus, saying that the provocateurs involved in the murders on the Maidan could be both internal and external.
“Among the latter, representatives of Russia are also possible. We currently do not have data that directly indicates the involvement of Russians in the murders,” admits Gorbatyuk. – But we are checking the influence of representatives of the Russian Federation on the development of these events: visits, their collection of information about the Maidan, consultations with government officials. Much suggests that there was an influence. The investigation must answer what exactly they influenced - the escalation of the conflict, which led to the killings, or were they consultations on how to act during protests.”
Earlier, Maidan activists said that the snipers who killed people were hired by the leaders of the then pro-Maidan opposition, among whom were named Sergei Pashinsky and Arsen Avakov.
