“My view and NATO’s position is that the Minsk agreements are the best possible basis for a peaceful, negotiated settlement of the conflict in eastern Ukraine,” Stoltenberg said. – It is not very difficult to understand and implement the main elements of the Minsk agreements. I mean a ceasefire, a cessation of artillery shelling, the withdrawal of all heavy weapons, giving OSCE personnel full access to all problem areas to be able to observe the ceasefire. And then, of course, we must continue to work on implementing political provisions, including the decentralization of power and holding elections in eastern Ukraine.”
