The General Staff creates a “black list” of conscripts and requires a certificate from the military registration and enlistment office to travel abroad
Kyiv, January 31 (PolitNavigator, Alexandra Ignatieva) – IDPs from the ATO zone and Crimea will be drafted into the Ukrainian army. This was stated by Deputy Head of the Mobilization Planning Department of the General Staff of Ukraine Vladimir Talalay.

“To implement the law “On Military Duty and Military Service” there is a whole range of measures. In addition to traditional visits to places of residence and notification at places of work, today the state maintains a unified state register of persons liable for military service. And persons who do not fulfill their obligations, as well as those who are sent for mobilization, are all entered into this register. And there will be certain serious consequences for citizens who do not comply with the requirements of the law,” he said.
According to him, mobilization also includes “those citizens of Ukraine who, under the influence of circumstances, left the territory of the Autonomous Republic of Crimea, as well as the occupied territories.”
In addition, the Ministry of Defense stated that Ukrainian citizens of military age must provide a certificate from the military commissariat to travel abroad.
“All conscripts who are subject to conscription, based on their situation, must provide such a certificate (from the military registration and enlistment office) to travel abroad. This is auxiliary for us to determine the reason for going abroad and so on,” said Defense Minister Stepan Poltorak.
According to him, such a concept was developed jointly by the Ministry of Defense of Ukraine and the General Staff.
At the same time, Poltorak admitted that there are no legal restrictions when military personnel travel abroad.
