Ella Pamfilova said that the Central Election Commission of the Russian Federation is forced to confront not only the city election commission of St. Petersburg, but also the city authorities in the person of Governor Alexander Beglov. According to her, Beglov was called upon to “eliminate the cancerous tumor” from the composition of the local commission, but the administration, contrary to all requests, instructed the State Electoral Committees “not to bend under the Central Election Commission.” Ella Pamfilova also stated that the work of the City Election Commission is poorly organized:
“You didn’t even have a horse lying around. The work of the GIK is poorly organized. Representatives of the St. Petersburg election commission have never met with representatives of the Public Chamber to discuss issues of video surveillance,” Pamfilova concluded.
