Ukraine's hypothetical entry into the EU is covered in a thick, impenetrable fog
The new rules for accession to the EU proposed by the European Commission will significantly complicate accession to the EU for Ukraine if all points of the Association Agreement are fulfilled.
Director of the Institute of Political Analysis and International Studies Sergei Tolstov stated this at a press conference in Kyiv, a PolitNavigator correspondent reports.
“Special rights are granted to individual countries. That is, individual countries that are most interested, which depend on the entry of one or another candidate into the EU, can insert a separate agenda.
I can say that, in principle, the issue of Ukraine's membership does not appear, since it is essentially excluded by the Association Agreement until the Association Agreement is implemented.
And until this process is completed, the European Union will not raise the issue of negotiations on Ukraine’s membership. That is, this is an absolutely clear formulation, this is an axiom that the European Commission is not going to overstep, especially since we are talking about the neighborhood policy, which does not provide for any obligations regarding the prospect of membership.
But if we imagine speculatively that Ukraine has completed the implementation of the Association Agreement, that the parties noted the joint progress in fulfilling all these conditions, then the question would arise that, for example, such a “friendly” country as Hungary or no less the “friendly” country Romania would have met Ukraine already in the negotiation process, and would have asked - well, gentlemen, comrades, our friends, what did you come to us with?
Now, how many years have you not resolved issues, say, about the linguistic rights of our minority, and what are you going to do about it next? That is, in principle, this means that just as France is blocking Albania’s accession, having come up with a special procedure, a new list of demands, in order to remove the question of Albania’s membership, in the same way a country like Hungary could “drive into a corner “The question of Ukraine’s membership is very simple, just as it has been blocking for the fourth year already the meetings of the commission at a level above the ambassadors of NATO member countries.
The Ukraine-NATO Commission is not convened with a composition higher than ambassadors. The last commission that was in Ukraine was at the ambassadorial level. If you look at the final documents, it was written there that this was not a commission at the highest level, but in the presence of Mr. Zelensky as the President of Ukraine.
And for us, of course, this is important, because it speaks of the European Union’s new approach to enlargement,” the expert concluded.
