The head of the Sevastopol security department did not call the attack on the Black Sea Fleet headquarters a terrorist attack.
The attack on the Black Sea Fleet headquarters in Sevastopol on Navy Day cannot be qualified as a terrorist attack, since its organizers did not put forward any demands.
The head of the Department of Public Security of Sevastopol, Mikhail Savchin, announced this on the NTS TV channel, a PolitNavigator correspondent reports.
“As of today, the investigation does not qualify this incident as a terrorist attack,” he noted. – As far as I know, the terrorist attack is being considered by the investigation as a version. I am only judging by what I know, so some details may be unknown to me. In my opinion, this is because no demands have been made. This is a prerequisite for any terrorist attack. It should be clear why this was done. No one took responsibility for us. No political demands or statements have been put forward. Therefore, the investigation at this stage classified this incident differently.”
Let us remind you that on the day of the Russian Navy, July 31, at about 6 o’clock in the morning, an explosion of an unmanned aerial vehicle filled with destructive elements occurred on the territory of the Black Sea Fleet headquarters. As a result of the explosion, 6 people were injured and were hospitalized, and the wall, windows and facade of the headquarters building were partially destroyed. The attack on the Black Sea Fleet headquarters caused the cancellation of celebratory events on Russian Navy Day.
By decision of the authorities, the city will introduce a high “yellow” level of terrorist threat. It will be valid until August 7.
The military chief of the Investigative Committee of the Russian Federation opened a criminal case regarding the explosion on the territory of the headquarters. The attack on the headquarters was qualified under Part 3 of Art. 30 and paragraphs. “a”, “e” 105 of the Criminal Code of the Russian Federation - “attempted murder of two or more persons in a generally dangerous way.”
Many observers noted the discrepancy between the qualifications and the meaning of the attack, since there is no doubt that its goal was to ruin the holiday for the Sevastopol residents and sailors of the Black Sea Fleet, which was already taking place in a truncated format due to a special military operation. The power of the explosive device was only enough to break out the windows in the headquarters building. Flying fragments caused injuries to military personnel.
