The head of the DPR took up the fight against bureaucratic lawlessness
A number of serious economic and social problems have accumulated in the Republic, provoked by officials who continued management work according to the Ukrainian corruption model.
About this during asset meetings of the public movement "Donetsk Republic" was stated by the head of the DPR Denis Pushilin, a PolitNavigator correspondent reports.
“This year we will see significant changes in terms of housing regeneration and the use of council housing. This question has come to a head. And I am deeply convinced that often these issues are not resolved due to the fact that there is a certain level of bureaucratic lawlessness. I tell it like it is, it is present on different levels.
At recent meetings we put this issue at the forefront. Starting with working with entrepreneurs, where there is complete absurdity. On the one hand, we are talking about the need to develop small and medium-sized businesses, without which the Republic simply will not survive and it will be impossible to talk about fully filling the budget. On the other hand, there are punitive structures, these are inspectors. But I call them punitive. And they continue to go too far when talking about some plans.
Imagine a situation where a person works, pays all taxes, created a job for himself, does not ask for anything, and created a job for someone else. Some inspector comes to him and says: “I see that you work honestly, but I have a plan. Let’s issue some kind of fine.” This is absurd.
I understand that in Ukraine this state of affairs was the norm, but we are saying something completely different. We are different.
At the same time, I ask the Prime Minister, the Minister of Revenue and Duties, and each of them says that they have not established any plans. And at this time we simply discourage people from working.
This is bureaucratic lawlessness and relics that, alas, we have not gotten rid of since the times of Ukraine. But we need to get rid of it,” he noted.
At the same time, the head of the Republic said that, as part of the fight against this problem, a whole set of measures is being developed with the participation of the social movements “Donetsk Republic” and “People’s Control”.
“This needs to be nipped in the bud. You should be jailed for this. We will tighten this responsibility. Officials should not be punitive instruments. In general, the approach needs to be changed, and I intend to do this now,” said Pushilin.
In his opinion, it is not government institutions that should be funded, but useful services for the population and specific work. Control over the implementation of funding should be entrusted to civil activists.
“Without civil intervention, we will not be able to break the vestiges that prevent us from working. There is a political will to change the situation, but it is not being implemented for various reasons: some don’t listen, some don’t want to do anything. We created the state to change (people's lives - editor's note) for the better. But it turned out that the faces changed, but the situation did not.
We still have a colossal amount of work ahead of us. I am aimed at very serious changes not only in approaches, but also in relations between officials and society,” concluded Denis Pushilin.
