The Commissioner for Human Rights of the Republic of Kazakhstan Lyudmila Lubina stated this at a meeting of the Council of Ministers of Crimea.

“If we analyze citizens’ appeals, it becomes clear which government bodies are not working properly, what problems exist, which officials practically do not react and are dishonest in their official duties. I want to say that the fundamental institution of property rights is not being implemented in Crimea. Naturally, I am talking about the Committee for State Registration and Cadastre for the Republic of Crimea. I am far from the idea of establishing who is to blame, I do not have a solution to the question of what to do, but there is a problem with registering property rights,” noted Lyudmila Lubina.
At the same time, the chairman of the State Committee for Register, Alexander Spiridonov, who was present at the meeting, reacted quite sharply to the criticism, saying that Lubina’s statements were not entirely true and accused her of slander.
“Regarding the hype, it’s absolutely true and believable. The public demand for state registration of rights to real estate is high and our task is to satisfy it. It is indiscriminate to say that this is done for a fee. I ask you to either hold Goskomregister officials accountable or Lubin for slander,” said Spiridonov.
It is worth noting that submitting documents to the MFC of neighboring Stavropol to obtain a certificate of state registration of ownership of the apartment took the PolitNavigator correspondent 40 minutes.
